The frame is the Specialized Ruby Expert (2007), but don't get it! The seat tube angle is super steep and will hurt your hand/wrists. The builder I chose for my custom is Bill Holland. He built a bike for a woman who is much shorter than you and she LOVES her bike. I think most experienced builders should be able to fit you. If you can avoid it, don't get a stock frame. Stock frames are huge bummer in small sizes.
Just for the record. You can do track stands pretty easily with toverlap. I used to jump curbs while turning on track bikes with major toverlap. It's all about timing
