I am not sure I completely understand your question but here it goes... I can't see someone who is 5'5" or more getting a good fit on a 650c bike. My wife needs a 650c bike but she is just under 5'. It's tough finding a bike that fits her even with the 650 wheels. Stand over is not all that important in bike fit. If clearance is a problem look for a sloping top tube. Also you rarely straddle the bike straight up. When you stop you tend to lean over to the unclipped side providing extra clearance.

If you want a more aggressive fit try lowering the bars by flipping the stem or getting a lower one. Try different bars too. There is a big choice in drop and reach.
