My advice would be that whatever you buy be sure it fits first. I personally am fond of steel and my suggestion would be a
Gunnar Roadie. Frameset $800.-

American Classic Victory Wheelset at Western Bikeworks $470.-

You will be a bit over budget by the time you buy a stem, handlebar, saddle, and pedals but will have a kick ass bike you will ride and love for years.

Ride it for a few months then get a professional fitting. Generally when you get a fitting they are good for a year which is to say go back if something doesn't work and get refitted.
