There are no exceptions... unlike 21202; unless one considers the "or" and "the right hand lane" as the exception. I think this is what Bek is referring to by saying that the law is more restrictive. No doubt 21654 will be interpreted by judges and LEOs as sending cyclists as close as practicable to the right-hand edge or curb, period, and they will not see "the right hand lane" phrase as giving permission to cyclists to "take a lane."
That law contains the word practicable, and since the exceptions are not limited, you can choose any reason of your own which is not practicable to be FRAP. Just like any farm vehicle, or Amish buggy, or large truck climbing a hill.
I suppose many think cyclist are just dumber than other road users and must have the reasons limited to just a few choices, which must be spelled out for the dummies.
