The law disagrees with you. A cyclist is operating a non-motorized vehicle. Reclassifying cyclists as pedestrians would require significant legal changes in all 50 states and at the federal level.

If cyclists were pedestrians, they wouldn't be allowed on the interstate, they wouldn't be allowed to make vehicular left turns, and they wouldn't be allowed in traffic lanes where there's a shoulder or sidewalk.

Cyclists are bound by the laws that apply to vehicles, but not to the narrower set of laws that applies to motor vehicles.
