Your LBS may not stock much in XS, but they should be willing to order it for you to try with no problem. As for shorts/bibs, try the really small men's sizes. They may run longer down your leg (most women's shorts seem to stop mid thigh, where most men's go down to the knee... no idea why), but men's shorts should fit snugger, which may solve your problem there.
