I don't recall seeing it mentioned in the original article, but I presume that in all of these classes alternatives mentioned that there is a provision for repeat offenders not to be offered this "free ride," correct? I mean if a driver knows that s/he gets caught say speeding that they can just go to traffic school and avoid fines and/or points on their drivers license. At what point does traffic school cease to be an option?

Likewise, if a cyclist knows that s/he can go to "bicycle traffic school" to avoid a $200.00 plus ticket at what point does "bicycle traffic school" cease to be an option?
