I cannot believe Campy would stamp the English words, "Locked" & "Unlocked" on skewers made in the 1960s. Early post-CPSC curved road QR levers had the old logo for a while, then switched to the script. The seller may be right about their rarity, but it is really unlikely they came from track hubs, since the first photo shows the unthreaded portion of the longer skewer to be about 20% longer than the shorter skewer: just right for road hubs.
