I wouldn't bet on this tactic being without negative consequences for the starer. Ever heard of the expression "Who you lookin' at M-F?" or some variation of it? It may not be followed up with silence or a positive outcome. I suggest not trying to provoke a confrontation with people who by their overt behavior indicate they don't give a dang about social norms.
