chainglider covers the whole chain . but only IG hubs ,Nexus is probably out of your budget as described
and old AW3's are everywhere..

a 38 t crank a 22t on the hub, built into a hardtail non suspension fork MTB frame.

3 ratios 33,45,59" 24" low gear , get off and push, on your 2 feet.
rest of it is what you find comfortable ..
trekking bars and V brakes are a decent combo.

and the saddle is between your butt and the saddle
outsiders have no reason to interfere with that decision

ok to clarify...

i want;a bike that fits in a suitcase (26x26x10), under 12kg, with a igh (i think sturmey archer are most proven, suffcient gear inches and relavtively lightweight, and cheap), encloesd chain (willing to mod a bike with no horizontal droputs etc to make this work), and 2" tyres

any recommendations?

i was thinking a ritchey breakaway frame, with sturmey archer hub
