Biking with dogs on leash is just asking for an accident no matter what brake levers you have. If you're looking for levers shorter than the ones on the second bike parts pic then you'd have to go separate brake/shifter units for some one-finger levers.
There are also dog walking bicycle accessories that mount to the rear of the bike which you might wish to consider.
