I did it once on the BB spindle for a Raleigh Technium I gave to my brother-in-law.
Used a pencil and some emory cloth finishing up with crocus cloth. I managed to get most of the pitting out. I did, however, replace the bearings and cups.
Of course, I would be shocked if he's ridden it for more than a mile.
