48x18 is about 70 gear inches. A 39 tooth chainring would bring you down to 57 gear inches. That should be low enough. You'll need a 130 BCD (Bolt Circle Diameter) single speed chainring. Try Universal Cycles.

I'm 58 and ride 76 gear inches but I'm standing a lot which I actually enjoy very much.
