I've read that Easton EA50s are a good, low cost wheel. Another option is to talk to the new shop guy about getting a set of wheels through him made by Handspun. They're part of Quality Bike Parts, the wholesaler that most bike shops use. They carry popular builds as stock items, or you can get custom built ones, and their prices seem to be competitive with most online shops. Good luck on the negotiations with the Finance Officer.
