If it was indeed made by Miyata, then the "I" in the serial number indicates 1979 manufacture- but you can double-check this by dating the components if you think they're the originals. If it is a Miyata bike, then the tubing is proprietary Miyata-drawn chrome-moly, maybe double-butted. What is the seatpost diameter? That can give an indication of butting.
