If I left a bike at a shop for a few days, to have a tire changed, I would certainly expect the bike to have both tires fully inflated when I came in to pick the bike up. If the tire was low I would expect a mechanic to fix the problem that he had already been commissioned to fix, not hand me a pump. Sounds like a shop to avoid to me.
