Why are "on foot or on a crappy mountain bike" your only choices? If you don't want to lay out big bucks, visit you local Giant dealer. They should have a wide range of prices and styles. You should be able to get a rideable road bike for <NT$15,000, or lots of less expensive options for commuter type bikes.
