I have straightened out several forks and would not touch that one. The bend is too close to the top and likely in the steering tube to crown fit. I would be fearful that the brazed or silver soldered joint will have been compromised. Were I the owner, I would pitch that fork immediately, and destroy what is left of it so that no one else could make the mistake of using it.

But that is just me.
