Very easy, I called the closest Specialized dealer I could find (I had moved to another state since I bought it) and told them what was wrong with the bike, they said bring it in and they would look at it. I brought it in the next day. The dealer took one look at it and said "Yep, that looks like a warranty issue". The dealer said they usually receive an official response from Specialized in two to three weeks. I called two weeks later to check up on it and the dealer said that they already had received the replacement frame! I picked up the completed bike the next weekend. Three week total turn around time on a sixteen year old frame at a shop I had never been to before, I am very happy!

Oh, and I like that stem...... besides, after sixteen years I don't know if I could ride with anything shorter.
