Are there really states where the driver's handbook tells you to honk as you overtake a slower vehicle? I can't imagine what purpose that would serve.
I remember glancing through the Drivers Manual for NJ when we moved there around 1980 and noting that it said to honk before passing a bicyclist. I was glad that very few of the hundreds of drivers who passed me on my daily commute obeyed that instruction. I sent a note to the DMV pointing out how distracting this would be for bicyclists and that it wasn't required by the vehicle code. A later edition of the manual that I checked no longer gave this advice.
