You can probably find a dozen local places, not to mention hundreds online, that make "corrugated plastic" ( or CoroPlast ) custom signs, with your own graphics, etc for less than $50.
If you're not familiar with it, it's the sort of material that looks like, well, corrugated cardboard, but in plastic. :-) Lay one out and you can cut it with a utility knife to whatever shape you want. It should be more than durable enough to last a couple of seasons of outdoor use on a bike.
