I am also from Sweden and I don't see any problem with bikes turning right on a red light. Bikes are so thin that they won't make any different on the traffic situation by doing so. Of course bikers need to be aware of the speed so they don't make to big turns that drives them out in the street, but that could be fixed if they are liable if there is an accident because of them in a situation like that.
