Both good companies. Don't know which Vita you are looking at, but get one with either steel fork or carbon. Looks like one model has alloy (assuming they mean aluminum) fork, and I would avoid that. It transmits the most road vibration to the bars.

Felt is grip shift, where the vita's are all trigger shift. Have her ride both and see what she likes. With grip shifts, some people swear by them, some swear at them. That looks like the big decider.

If she likes to be with the popular crowd, go Specialized. If she likes to be less main stream, go Felt. The bike shop I use carries both brands and they are both excellent quality manufacturers. You wouldn't go wrong with either.
