For a reason, the turning your head and seeing just the inside of the hood
won't be useful.

then a helmet rain cover which will turn with your head is better...

I, at least, wear a Baseball cap, underneath, to help hooded parkas turn somewhat
with my head.

I have just a low traffic rural like road , to travel for the most part, here,
where you have traffic in Metro Denver, I expect.
