unless the picture shown is misleading, i would have to say the rims are mislabled. if you can scare up a 650c tire (571mm bsd) it may work, or if you can't find one, you should be able to scare up a mountain bike tire (559mm bsd) even if it is way too wide you can still determine whether it is the right diameter. but considering the 13.something width of the rim, it is probably more likely designed for a 650c (571mm) tire.

you could just measure the diameter of the rim, if it's approximately 575 or thereabouts you'll have your answer.
