Boil the frog syndrome. People don't notice just one or two deaths at a time? Also too many people consider it the cost of doing business, so to speak. Plus they never think it will happen to them. Look at drunk driving...That should have been stopped cold a long time ago, but it still is the leading cause of accidents and deaths in automobiles.
