I believe it will involve more than " a little work" for a 5 YO to become a 10 YO, or to become any other age ready to be considered experienced, competent and confident enough to don the cloak of VC attitude advocated on this thread as a substitute for an improved cycling environment (including improved facilities). Especially doubtful is how only a "little work" will enable other cyclists to partake in the joy of cycling in dense high speed traffic through attitude adjustment as expressed by a handful of the so-called competent ones.
The same caveat applies to the conversion of older cyclists who are not already VC enthusiasts; it will take more than a "little work" to get more than a relative handful of cyclists or decision makers to experience the same cycling epiphany a few have had in their journey to VC enlightenment.
