Re the brakes, (forgive me if this has already been mentioned) but the cables should be routed behind the handlebars. The front brake cable enters the brake at an odd angle, which surely is reducing its effectiveness. Looks like the cottered crank could beokay with just a replacement bolt, but I would lose the battered chain guard and consider something a replacement like this.

Also, check out The Bicycle Pull-Apart in Seattle. Lots of options for used replacement parts. May be a good source for a new derailleur if indeed yours is beyond repair (other other parts, cables, etc.).
