The headline on this article is certainly American with it's emphasis on the negative. A similar article in most European media would tend to stress the positive 'people' friendly aspects of the policy.
I say most media as there are always exceptions and we do have countries that take a more American centric view of such issues. We had a leading politician here in Ireland who was famously quoted as saying "Ireland is closer to Boston than Berlin". That was in the boom times and now that attitude is seen as having been part of the problem both economically and in other ways as well.
