Yes, you can cut it down, but it's really tough to cut it at the correct angle for the wedge to work properly. Also, if you shorten the quill, you need to shorten (or find a shorter) wedge bolt.
It's not hard at all to cut it to an angle that allows the wedge to work properly. It doesn't have to be perfect or even very close. I use a hacksaw and then smooth the cut a bit on a bench belt sander.

The bolt will protrude below the wedge, but it won't hurt anything.

I've cut down a couple of Technomic Deluxes and a couple more Dirtdrops. A shorter bolt is required only if you reduce the length of the quill drastically. The bolts that Nitto provides are threaded pretty far up.
