Remove Cyclone II RD pulley cage?

I know this has been covered recently but I can't find the thread. And perhaps it was quite the same thing as I am looking for. If this is redundant, then just ignore it and also pay no attention.

I have acquired a Cyclone II RD on which the pulley cage spring is essentially non-functional. It appears someone took it all apart to clean but didn't know how, or didn't bother, to install the lower pivot properly to get spring tension. An Allen wrench fits the outside of course, but the back side looks like it needs a special tool. Perhaps I can make snap ring pliers work. Am I on the right track here?
