Can you provide a citation for this? I can not find anything to confirm it (and went looking because it doesn't jive with what I posted in this thread earlier.)

The best I can find is this --

Transportation Code 601.072 on 7/4/2011
For expiration of Subsections (a) and (d), see Subsection (d).
Sec. 601.072. MINIMUM COVERAGE AMOUNTS; EXCLUSIONS.
...
(a-1) Effective January 1, 2011, the minimum amounts of motor vehicle liability insurance coverage required to establish financial responsibility under this chapter are:
(1) $30,000 for bodily injury to or death of one person in one accident;
(2) $60,000 for bodily injury to or death of two or more persons in one accident, subject to the amount provided by Subdivision (1) for bodily injury to or death of one of the persons; and
(3) $25,000 for damage to or destruction of property of others in one accident.

Now, the official TX statues site doesn't include the results of the 82nd Legislature yet, but I can find no reference whatsoever anywhere that says that the limits were raised again in April of 2011. Not even the official Texas Department of Insurance site (which was updated in 02/2011, granted -- but if they'd keep any site up to date, I'd expect this to be the one.)

Ultimately ... I think your assertion here is in error.
