I wasn't there and don't know your state laws but suggest a different set of questions in about this order:
  1. Is this the safe opinion for this individual setting?
  2. Does it facilitate the overall smooth movement of traffic?
  3. Is this really a good route for where I'm going?
  4. Is it legal?
