One observation:

In France I saw many kids riding razor type scooter around the city to get places, and using the public transit on their own with no adult. Often these kids were 10 or under.

Around here if I see a kid on a razor scooter it is on a "safe" neighborhood street and the kid is covered in protective equipment.
