Phil had them going uphill at 40 MPH. Phil of course, is an idiot. A dottering, blithering, racially clueless idiot.

FYI I did an NRC pro crit a few years back and we averaged 32 MPH for an hour on an 8 turn course with a kicker hill. 40 under the right conditions for short periods isn't out of the question.
