Wheelbuilding Help

I'm rebuilding the rear wheel of my '59 Raleigh Tourist. If you don't know, it's a 40-hole, westwood style rim. The hub is the standard Sturmey-Archer AW 3-speed hub. I'm following the procedure by Sheldon Brown at the Harris Cyclery website. I am using new spokes and I know they are the correct length. I've done this twice now and both times, I can't tighten down the spokes and the nipples are screwed down all the way. I'm certain I'm following the procedure correctly. Is there some unique lacing pattern that I should be following for this type of rim?
