In Britain, at one point in history, it was illegal to possess any salt not manufactured by the British government. In the 1930s, some guy lead a large march to the edge of the ocean. He proceeded to pick up a pinch of condensed sea salt from the bank of the sea. Others began to follow suit. At that moment, they were all in gross violation of legal statute concerning the possession of non-state-manufactured salt.

Now, the context of the discussion you are referencing was a law that made it illegal to engage in any "race" on any vehicle, including a bicycle. The definition of a "race" was broad enough to specifically include attempts against a clock or attempts to reach a destination within a specific time period. This means if you are trying to get to work fast on a bicycle, well under the speed limit, you are breaking the law.

Now, effectively, that means that you could be following all traffic laws precisely, stopping at signals and stop signs, making well and prudent checks for cross traffic, riding completely safely... but the cops decide you are getting on the pedals too quick, you're pedaling a little too hard, you keep going down into supline quick for aerodynamic advantage...

... looks like racing to me. You're under arrest kid. 6 months in jail ought to cool your heels a bit.

And you continue to argue that this is not the exact type of law that should be completely, totally, and unilaterally ignored by the entire population until the administration gets it through their thick skulls that they can't pass a law that effectively allows them to arrest any jerk on a bike, as long as they can paint a picture that says "he wasn't riding along nice and leisurely." If I hear your engine rev high in your car, you're going to jail too; it doesn't need to do that, you're obviously racing. Just a bit too quick on the 0-20 on a motorcycle? Huge fine, jail time.
