Don't all cities have that? What makes you think they encourage it? The homeless in Philly annoy me, but what are you supposed to do? Beat them? Jailing costs money, institutions cost money, no one wants to pay taxes.
There have been homeless around for a long time...some problems don't have solutions or answers.
Dunno, maybe its since Im from Dallas where they passed and enforce a anti panhandling law. I just hate being shook down for money at every light and never being able to use the bathroom in a fast food joint I paid for food at when theres some guy taking a shower in the sink. Ill leave the ranting for some other time.
