I use the kool stop salmons too. Their great! Mine are very squeaky though coming to a stop from 35mph+ downhill with full panniers.. I recently got a new set though, So that might be some of it.
My LBS said to make sure to point them a bit, so that the front of the pad comes in contact with the rim before the back. I did that & don't have any squeaking issues. I have a hill on the way home from work that I hit 35 on every day. Never done it with fully loaded panniers, but no squeaking so far.
