Someone may have left it outside for a couple of days. It looks to be early 80s material. BTW, what is this hoop for. Only thing I can come up with, is to keep the panniers from hitting the cable?

The frame is actually in pretty decent shape, the seat post isn't stuck, and the stem is only mildly froze up.

Would try a bolt clippers instead of an oil can on that chain. What a deal for $30! You need to dismantle, clean, grease and lube any bike that age anyway! How did you find it?
