It's meant to protect the paint on the chainstay from chain slap, although I don't think you'll have a problem with that chain slapping anything....
Nice find, I have one that is a bit earlier and like it a lot. Tons of tire clearance and a very short top tube that makes it easy to convert the bars if you want.
