25" is 63.5cm, but that frame is probably 25.5 which is close to 65cm (actual and not effective top tube ETT with no sloping TT)
Schwinn offered the 25.5" size because the next size was their largest, a whopper 27" frame or 68.5cm! I have both sizes with a Voyageur SP in a 25.5" and a World Sport in the biggest 27" frame. Great frames. Buy yeah, as you said, this bike is just too big for OP. In fact, judging from the seat position, it looks like it was too big for whoever was on it last.
