If the laws have not changed then Texas is one state where if you get a plate number it is not too difficult to get someones address as a matter of public record with a little creative digging.
Once you get an address, most good parents would like to know if their kid was engaging in this behavior. More so if there may be an expensive legal claim they could get stuck with.
Ought to get their car privileges yanked for awhile.
Wouldn't it be irony at it's best if they ended up having to bike to get around.
