I actually ordered a new fork myself at one point. Unfortunately I can't remember what it cost but I definately requested it to be uncut by either the shop or the manufacturer. My impression is that the shop does the final cutting and not Trek. I know that they thought I was nuts to not allow them to cut the fork.

It's been running that way for a couple of years now including several big tours. I never experienced any problems doing so even though I only use about two thirds of the vertical height replacing the rest of the distance with spacers.

The shop still wants me to cut down the fork to the height that I am happy with.
