Please do some searching before asking a very basic question such as this.

Not trying to be mean, but really, your best route is to search "tire width" or "23mm" in this forum and do some research.

Also, you can search "tire recommendations" or just "tires" and you'll find plenty of tire-related threads.

Neither of the three tires you've listed above are the most popular on these boards

If you want a good all-round tire get Panaracer Pasela TGs, Panaracer Tserv Protex, Michelin Krylion Carbon, Vittoria Randonneur and Rubino Pro, Continental Gatorskin and GP4000 (black).

Most of these can be had for under $40 and many can be found for really cheap at www.probikekit.com

The panaracer's can price-matched to around 30-35 dollars depending on the retailer.
