The paint or powder coat on the frame should be covered under any existing warranty with the usual exceptions for wear and tear and mistreatment by the owner. That said, the frame was out of warranty so Paketa is not liable for the powder coat in this case.

I'm going to have to agree with the posters who think the offer from Paketa is fair considering the OP is the second owner of an out-of-warranty bike. Paketa's response is quite different from my experience with Santana and a wheelset that I was the original owner of, and were still under warranty.
