1. Paketa is going the extra mile by offering a new frame at 1/2 price to replace an on a out of warranty frame. That seems like a good deal if you want a replacement frame.
2. It seems to me that the fact that it is a powder coat issue does not any any way absolve Paketa. The item sold and warrantied was a painted frame and or bike. I assume Paketa does not sell bare metal frames. I also assume they selected the painter and specified the treatment that it received. The paint or powder coat on the frame should be covered under any existing warranty with the usual exceptions for wear and tear and mistreatment by the owner. That said, the frame was out of warranty so Paketa is not liable for the powder coat in this case.
