Is this actually a thing?

I've seen neutral wheels, but I've only seen a bike shop or Mavic or something put up a bunch of cheapo box-sections. If you want your own wheels you leave them in the pit/truck with your number taped to them somewhere. Giving other peoples' wheels to random competitors seems like all sorts of a bad idea
