IIRC Specialized did something similar with the Allez Steel last year, replete with downtube shifters.

Not sure I'm too crazy about this Felt though. If you're going to go classic, you might as well do a straight top tube. The stem looks like it's trying to be a quill, and a proprietary BB shell is a tiny bit worrisome.
