Lugged steel Miyata? Probably from the late 1980s. Lovely cranks. Looks like it needs new saddle, tape and maybe tyres and brakepads. Check the chain and cassette for wear. If it's been left out in the weather, check the BB, hubs and headset too. You might want to ask in the Classic & Vintage forum to see about a fair price to offer.
