So when did cars stop blocking driveways when waiting for a traffic signal? The only time you could make this argument is if there is a sign stating DO NOT BLOCK DRIVEWAY, with a bylaw number on the bottom. There is only ONE exception to this, if the driveway belongs to a police or ambulance station, hospital or fire hall, and that is only to allow emergency vehicles to exit.
